IE 10 not working any more

Hello
I used for a while, IE 10 with Windows 7 - 64 Bits (french)
Yesterday, the pages were not displayed anymore,and I get a message that "IE cannot display this page"

I uninstalled IE 10 and seemes to be back to IE 9, but it does not work better
I've tried to re-install IE10, but installation did not complete (some updates missing ?)

So, now, when I start IE, I have an IE9 windows but :There is no title at the let upper corner of the IE Windows, no menu bar......

I tried with Firefox, everything works fine !
So, it's not a connection problem, my Internet works fine with everything else
Any idea on how i could
1) at least get IE9 work properly
2) reinstall IE 10

Reset ie9 or ie10 manually,
Click the Start button on the Taskbar,
Click on Control panel,
Click on Internet options,
Go to the Advanced section,
Click on Reset button on the bottom,
Check the box to Delete personal settings,
After Resetting ie9 or 10,
Open Internet explorer,
Use the recommended setup and install options when prompted,
When prompted that there are Add-ons ready to be Enabled click on No,
Test with the site your having issues with first before enabling any add-ons.

Also Use No Add-ons mode/ Click Start and type in the search box,
Internet explorer/ click on the suggestion or it’s located at,
Start/ All programs/ Accessories folder/ System tools folder.

Open internet explorer and use Alt+HA,
This is the current updated kb# version,
