IE 8 firefox

Microsoft says that you can get a screen wich browser you want.
But i use Windows 7 foor one week and it nevers come!
I don't no where i can find it. I use windows 7 Ultimate 32 bit (legal) Dutch!
Where can if find that setup or program?
