This one stumps me and not sure about the source of the issue, may not be the correct forum to post this....

Accessing flash video at any of the websites results in the standard "The Adobe Flash Player is required to play this video..." message with link to download the add-on. Following the link, the program is downloaded and administrative access is given to install flash. Once completed, flash video plays just fine in the browser.

Restarting the PC and trying to access flash video will result in the standard "The Adobe Flash Player is required..." error message again. The IE Options\Programs\Manage Add-Ons shows that the flash add-on is installed:

ie addon user.png

Switching the user to an admin account, access the same flash video, and it plays just fine. The IE Options\Programs\Manage Add-Ons for the admin account shows:

ie addon admin.png

The issue seems to be related to Windows 7 system settings more than to the browser settings. This issue impacts Firefox, Opera, and Safari as well. Standard user account cannot play flash video in any of the browsers, while the admin account has no issues with any of the browser playing flash video.

Re-installing the add-ons for the browsers resolves the issue for the standard user account; however, the issue comes back once the PC is rebooted.

I am stumped and don't even know where to start; any suggestions would be appreciated.
TIA...

Good writeup.

Sorry if you have already tried this:
log on as an admin user
uninstall Flash
restart the computer
re-install Flash
check that a video plays while logged on as admin
restart the computer
log on as standard user
see if videos play

Notice in your first screenshot that the publisher of the Shockwave Flash Object is listed as "Not Available". That is not what I see when I follow your description of events. A standard user account can determine the publisher right after the install of Flash and after a reboot (and videos play as expected).

Is the problem that you are posting about for a friend or for the computer in your system specs?

Perhaps you can update your system specs to include the flavor of W7 (Home, Pro, Ultimate...)

Thanks for your help...

Yes, it is my PC and no, I have not tried your suggestion prior to today.

The results of following your suggested way removing/installing flash is interesting. For Firefox and Opera your suggestion worked just fine. The flash seems to stay now, even if the system is rebooted.

IE 9.0 on the other hand...
The flash works just fine when logged in to the admin account; however, IE 9.0 is pretty much broken under the standard user account. Just to load up the home page (duckduckgo.com), takes couple of minutes to open. Initiating a search pretty much takes the same delay for loading the results. There's no error messages during this time. The IE "Programs" tab does show this:

ie addon user flash active.png

Disabling the flash does restore the normal load times for web pages. This is the current permission for the Flash folder in the SysWOW64 folder:

Flash ACL.png

Since the flash add-on for Firefox and Opera is within this folder, I doubt that the UAC is at fault. There's also a file named "FlashPlayerApp.exe" in the "C:\Windows\SysWOW64" folder, where the "Users" have "R, E, List folder content" permission.

Since IE is my main browser, do you have any other suggestion for getting the flash going?
TIA...

Attempt the bellow and post your results

Download the current uninstaller
Uninstaller for Windows http://download.macromedia.com/get/flashplayer/current/support/uninstall_flash_player.exe

Close all browser windows and run the uninstaller Restart Windows Delete all remaining files and folders located in the following directories. (tip: copy and paste these paths into the path bar in an Explorer window)

-C:\Windows\system32\Macromed\Flash

-C:\Windows\SysWOW64\Macromed\Flash (if you are using a 64-bit system)

-%appdata%\Adobe\Flash Player

-%appdata%\Macromedia\Flash Player

Verify that the files "FlashPlayerCPLApp.cpl", "FlashPlayerApp.exe", and "FlashPlayerInstaller.exe" in C:\Windows\system32\ (for 32-bit systems) or C:\Windows\SysWOW64\ (if you are using a 64-bit system) have been deleted.

Note that you may not see the .exe suffix on FlashPlayerApp.exe and FlashPlayerInstaller.exe, depending on your Explorer settings.

After uninstalling flash the "n" times, manually deleting files, and reinstalling flash, it works with standard user account logged in. I believe that using the flash uninstaller from Adobe and manually removing the files as suggested by iroro did the trick.

Thanks guys for your help...
