IE has restricted this webpage from running scripts

I’m building a website and when I press F12 to open a page ‘am building, I get this following message….

To help protect security, IE has restricted this webpage from running scripts or ActiveX controls that could access your computer. Click here for options….

I right click on highlighted bar and select “Allow blocked content” and it opens.

How can I set my settings so I can avoid this error message?

If I remember right ...on that highlighted bar you should had an option to (always allow)

No, it doesnt. I can set it to allow it, but than it will allow something to download without my permission.
