Like Windows XP if u set homepage for Administrator all the domain users who logs gets the same page as default page.
is there any way in Windows 7 other than group policy to set this
Is it possible through registry settings?

Are you trying to create an Image ? You could set up the HomePage for all users inside an Unattended answer file using Windows SIM.

Open the registry navigate to

HKEY_LOCAL_MACHINE\Software\Microsoft\Internet Explorer\Main
“Start Page”=”put website here ”
