have you tried to repair? by Control panel then to uninstall program, and see "repair"

I turned off all the add ons and everything seems to be working again.

I'm running IE 8. I wouldn't even load. The Dialog window said - IE is not working properly..Quit?

Seems like if one of the addons is causing to be unresponsive.
