If ie10 preview is better why don't Ms implerment then into ie9 and make it better before working on some thing else

If you've ever worked on large development projects you will appreciate how much testing NEEDS to be done before releasing stuff into production.

Even fairly small compact applications can have defects that aren't picked up until users start testing -- especially in situations where it's almost impossible to pre-define and test every possible combination.

Even the guys who often design the business process in commercial type applications can't predict every possible user combination.

By releasing this as a TEST version MS get loads of people in "Real World" situations testing the stuff so eventually they can remove as many bugs as possible and get a decent stable product "out of the door".

There's nothing wrong in using this type of approach - especially for things like browsers etc where it's almost impossible to make something "User-proof".
