IE11 cannot be uninstalled by using any methods posted here

Hi,

I have IE11 installed on my computer. It is being problematic to me because (see the screenshot below) No address bar and settings, bookmarks etc. I plan uninstall and install it again, but uninstalling is not working for me (see the other screenshot) after the three errors nothing happens.I need IE to access catalog.update.microsft.com. IETab on chrome does not work. My inetcpl.cpl is also not running

Use Clean boot,

Click Start and type in the search box,
msconfig
Click on the suggestion on top or hit the Enter key,
Go to the Startup section and take some screen shots for a complete list,
Go to the Services section and on the bottom left Check the box to Hide All Microsoft services,
Repeat the screen shots,

Also test with a new administrator user account.
