IE11 will not download on Window 7 Prof. & unable to install SP 1

This is my first time so forgive if Im screwing it up. While reviewing bank docs (this has happened more than once BTW) I keep getting a message that my "current browser" doesn't support this site) & then proceeds to give me 3 options IE11 (which I am partial to IE), Google Chrome, and one other that I cannot remember. I tried to download IE11 but I keep getting a pop up advising that in order to download IE11 I must have have Windows 7 SP1 downloaded. OK, I have my PC set to Windows automatically update by going into my control panel and clicking on Windows Update----after about 45 minutes I get a "reply" thats really just a blank page so I assume I have no updates. Prior to having Windows 7 Professional, I had Home Premium. I started having issues with Windows not automatically updating BEFORE I upgraded to Professional (I took it to a professional to upgrade for me and check everything out) and everything was fine for a while so as my dearly departed father used to say to me when I was a teenager & my car broke down "it's not the short between the seat and the steering wheel". This is driving me nutz. Further, this doesn't happen all the time, just about every other time I access the site (which is about every other day). Can someone PLEASE help me? Before one of our expert gets a chance to help you could you do some things first.

1. What security programs do you use or have ever used on this computer?
2. Do you have any Tuneup, Cleanup or speed up programs?
3. Do you use or have you used and registry cleaners?

Please list them.

I can't remember exactly remember what these programs do (the shop that worked on my PC about 8 months ago added most of them), but they are as follows: Auslogics DiskDefrag (I have not defragged my disk since my PC was worked on), Glary Utilities 4.4, MS Security Essentials, Windows Defender (of course, but I do not have it activated). I added the following programs Driver Update but really haven't used it & DLL Opener, I dowloaded this one a while back so that I could hopefully open .dll files, but I I don't think I've ever had any success opening one. I don't use clean up, or speed up programs, or anything (ANYMORE) because I have no idea what the outcome will be. The most important thing I have learned is if you don't know exactly what you're doing----don't do it. Ask someone who knows what they are doing. FYI, the last Windows

Some swear by this and some don't. This is a tunup, clean up and registry tool.

Glary Utilities 4.4,

Don't use this.

Okey dokey, I can do that. I do appreciate your explaining about Glary as I have heard the same thing---butI thought it was virus protectiion. So I guess right now I'm counting on Microsoft Essentials. HHMMmmm, not sure I feel good about that. I am also glad to hear about the Driver Update. I didn't really feel good about that one because even though I downloaded, and never used, it kept popping up constantly. Again, I do appreciate your help. At least I learned something.

Let's have a look at some data - there are a number of things which could cause this type of problem...

First:

Please follow the Windows Update Posting Instructions and post the requested data

If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

Please also post your C:\Windows\windowsupdate.log file

Then, please follow the instructions at http://www.sevenforums.com/bsod-help-support/96879-blue-screen-death-bsod-posting-instructions.html but just post the resulting data back to this thread - it'll give us a wealth of background data to worth with.
