If you was using Linux it wouldn't be problem as its built, about time Windows had the option built in as well.
This may help, you probably already know this, press the Windows key & the arrow key to snap a window to either left or right side of your screen.

The link for Make Any Window Topmost seems to be broken? I also tried "Nail It" but it doesn't seem to work for IE9.
