Check whether Volume Shadow Copy Service, System Restore Service is started and Set to Automatic

1. Type Services.msc in Start Menu search box, hit Enter.
2. Make sure that the Volume Shadow Copy Service is Running and set on Automatic.
3. If the Status of System Restore Service is not Started, Start it. Also set it on Automatic if it is not.
4. restart your computer.
Now try to do a system restore.
You may also download the Norton removal tool and completely remove all the components of Norton. Check if that helps.
Check how the computer works in safe mode.
Start your computer in safe mode - Windows Help
If the computer works fine in safe mode, then do a clean boot.
Refer this KB article:

Also, run System File Checker tool (SFC.exe) to make sure system files are intact and to replace the file. Follow these steps:
1. Click Start, and then type cmd in the Start Search box.
2. Right-click cmd in the Programs list, and then click Run as administrator.
If you are prompted for an administrator password or confirmation, type your password or click Continue
3. At the command prompt, the following line, and then press ENTER:
sfc /scannow
Use the System File Checker tool to repair missing or corrupted system files

I created my image disk using window 7 recovery, there are 3 image dvd disks and the bootable repair disk. I have tried bootable repair disks that I made using Aomei,,paragon with the same result of course I do not have image disks by those programs only windows 7 that I created when I got the laptop (HP 6530b). I have tried to load the image disks onto a difference system running win 7 and win 10 with smaller and larger hard drives than I had in my laptop. Last night I loader a friend win 7 installation disk but still could not run the image disks. I have tried to image to a blank drive, one with win 7, one with win 10 all to equal, larger, and smaller disks. The equal size was on the original lap top, the others on a desktop. I do not have a win 7 install disk for my laptop as I got it over the internet. I have printed Brinks instructions but I do not know when I will try it as I have loaded win 10 on my system but will try them on another system that I have a blank drive on. I will try anything anyone suggests as Microsoft will probably want a product key when they release the final win 10. I thank you and everyone for any suggestions.
