Solved inetcpl.cpl runs after Internet Explorer closed

My anti-executable program "VooDoo Shield" is blocking C:\Windows\System32\inetcpl.cpl
DDG search for inetcpl.cpl turns up a plethora of junk sites offering to remove inetcpl.cpl but offer negligible guidance other than offer software to remove inetcpl.cpl

:?: Is inetcpl.cpl safe to run. I find it odd that it only runs AFTER Internet Explorer is closed ?
So far I have quarantined the cpl file, it is still intact, but silently blocked by VooDoo Shield

Dont know about VooDoo

I have that .cpl in my system32 folder

And I would expect to see it - as i have 2 non MS items in my Control Panel, (.CPL = control panel)
1) My graphics GUI - Nvidia
2) Flash player

If you have them or others that you recognise i'd have to go for a False/Positive
What happens if you try and open it/them.

I also have Nvidia + Flash Player. In one of the "junk sites" it hinted that inetcpl.cpl might be a Windows file.
So I thought to check here first.
My inetcpl.cpl is now allowed/white-listed with VooDoo Shield

I looked in Control Panel and found both FlashPlayer while Nvidia is buried in Intel HD Graphics.
New territory for me, so I will create other threads ... you piqued my interest. ;)

VooDoo Shield:
I have been using Voodoo Shield (VDS) since August 2017 (7 months ago) as an experiment.
It is much quicker than Bitdefender Internet Security to respond and extremely simple to create white-lists.
The VDS white-list can be backed up to the VDS cloud (free).
Bitdefender white list has to be manually entered one program at a time and no backup. :cry:
BD was breaking about 4 times a year, BD's solution was always a clean install and the inconvenience of having to manually rebuild the white list (4 to 5 hours). BD also obliterated very safe EXE files without warning, whereas VDS show an alert with options to Quarantine, Block or Allow.
VDS only downfall is it cannot detect phishing.

I am currently using Free BD for anti-phishing but Free BD has already obliterated my browser executable (PaleMoon) and Free BD has minimal, virtually none, tweaks. :mad:

As for intel/Nvidia

suspect you have dual graphics.

Intel for lowload integrated on the motherboard - Nvidea for the more intensive usage
Thats a standard set-up
