install problems

I have been trying to do a clean install of windows 7 with no success. I get through what appears to be a clean install on a formatted disk and windows7 comes back with an error message about an unexpected reboot and that I basically need to start over. I have tried 32b and 64b versions. This is a new system build and I have also replaced the mother board, all with no success. It seems to fail when trying to install services (as defined by MS within windows 7). Any ideas?
