Can a Windows 7 mirror backup from an older desktop of DDR2 4GB be installed on a more recent desktop version with DDR4 8gb memory. What kind of problems would I be facing?

1.You would probably need to adjust to new hardware.

Many imaging programs have a module for that - mostly in the paid versions

2. and also a win7 license for the new machine

Hi,
Not much probably

Old machine probably has mostly ms generic drivers so they should post and startup windows to where you can install newer ones.

I've done it with a cheap acer from 2009 to a x299 system lol that a big jump :-)

As long as the newer machine has usb 2.0 ports you're golden.

Just clone or restore a system image to another ssd and install it into the new machine.
Drive clean up.
