You just installed win7? Open "device manager" any exclamation marks? Tell me where

Any devices listed under "other devices" in device manager? Give the hardwareid of those devices

Are you trying to work wireless or wired? Let's first fix the network problem so you can access internet.

You have a DELL laptop 32bits home premium... correct? DELL has many laptop models... which model do you have?

What do you mean you installed Win7 in Safe Mode? I've never heard of that.

You should install Win7 from boot as shown in Clean Install Windows 7.

Keep the ethernet cable plugged in during install as in most cases the driver is loaded with Windows and will be ready to connect in System Tray. If not have your ethernet or wireless driver on a stick or CD to install to get online to run all rounds of Important and Optional Windows Updates, after enabling Automatically get recommended drivers and updates for your hardware (Step 3). This should deliver most of the drivers. Any still missing in Device Manager afterwards can be imported from the Support Downloads webpage for your PC or device model.
