open control panel, region&languages, install/unnistall langauges, pop up window should appear, choose windows update, it should take you to some MS link to choose what language you want to install.
In my case, during instalation, I choosed input language macedonian,after instalation, I'm switching between my language and english with left alt+shift

You can open the language bar in the task ar and edit your options from there aswell.
Once you have the language and keyboard you want delete the old layout to set your new one as the main/boot language.

Also make sure your drivers are up to date for your keyboard interface,check the manufactors site.

installed all the updates to the laptop, changed display language to Japanese, but the problem persists. I only have a XP home edition driver disk for the laptop. Which driver should I be searching for on the dell website? Any ideas?

You have the numeric lock on. Check your keys to the right of the Function keys in the top row. The num lock often works in conjunction with the Fn key. Just hit it (if necessary together with Fn) and it will work. This is a bad habit of the Windows installer, it always turns the num lock on.

That problem is not laptop specific. I have desktops but use keybourds without seperate numeric pads. The problem is the same. And on a 17" laptop, you usually have a seperate numeric keyboard - there the problem would not occur. So it is really neither here not there.

I know the threat is already some time old but I found it by Google. Well as I faced the same problem and I guess some people will hit this threat I want to post how I solved the problem for myself.

I am running Windows 7 Ultimate on a Japanese laptop. My problem was that even with installed Japanese system language and/or installed Japanese keyboard my keyboard layout was still US which means for example the @ key was on SHIFT + 2 and not on the dedicated key beside the P. Many other keys are not on the correct position as well which is pretty troublesome to type....:mad:

That is the way I solved the problem (I hope the list down is not scaring you ;)):

-> open the CONTROL PANEL
-> select HARDWARE AND SOUND
-> select DEVICE MANAGER
-> double click on your PC name under DEVICES
-> Click on the Tab HARDWARE
-> search your keyboard entry in the hardware list
-> click on PROPERTIES
-> open the DRIVER Tab
-> click UPDATE DRIVER
-> select BROWSE MY COMPUTER FOR DRIVER SOFTWARE
-> select LET ME PICK FROM A LIST OF DEVICES .....
-> remove the tick in the checkbox "Show compatible Hardware" to see all hardware
-> in the first category "Standard Keyboards" select JAPANESE PS/2 KEYBOARD (102/109 Key) and confirm with NEXT
-> YES and then after the installation is completed restart your system.

After that, your keyboard is working correctly :D
cheers
