ok i have Tried every password that i have for windows ( admin and user ) and my server, i am still unable to reach my site. i can reach it loacally, but when i try to reach it from another PC i get the windows login prompt, i can login to my router, is there a way to reset the windows prompt so that it does not pop up?

You will need to configure the permissions for the site. Are you on a workgroup, homegroup, domain? Do you want to keep the site locked down or open wide up?

For example, in IIS manager, drill down to Default Web Site, double click "Autentication", click on "Anonymous Authentication" over on the right. Click "enable". Then Right click on Default Web Site, and under Manage Web Site, Restart.

i am using a DNS from no-ip.com, i would like to site to be open for now untill i put up a functioning site, i am just using a test page for now.

Try disabling Windows Authentiaction and restarting.

how do i disable Windows Authentiaction ?
In that same "Authentication" screen where you enabled the Anonymous, should be the bottom in the list. Right click disable it , then make sure to restart IIS.

ok i fixed it. i uninstalled IIS then reinstalled it, and now can access my site and my friends can now access the site without using a username and password,
