Lets say I have a computer with no CD/DVD drive but I have a program that is on a CD/DVD.
Is it possible to make a .iso from the disc (on a different computer), put that on a USB thumb drive and install the program from there?

There are several apps that will mount ISO files via virtual CD/DVD drives.

I happen to like Virtual CloneDrive.
(See the bottom of the list on that page.)
I have it create two virtual optical drives.

Which programs are these?

Many like printer software are available for download online in the latest version.

Very few actually use an ISO file for installing programs. Most you can Open from the CD player in Computer, copy the files to flash stick to later run Setup as Administrator to install to target PC.
