intel 945 express tv out needs SVGA cable

I have an intel 945 express graphics processor built onto my motherboard. I am using the PC as a media centre with only a TV connected. When I boot I see the bios output on the TV but as W7 kicks in the screen goes black. I have worked out that if I connect the SVGA cable (even without a monitor on the end of it) the display works. I am wanting to have it working without the cable. I thought it would be some setting in the Intel driver applet but can't figure out what it is. It is setup as the TV as the primary display.

I have recently upgraded to Windows 7 from XP. This never used to be a problem in XP.

That indicates it's most likely a graphics driver issue then.
