Intel i3 Video Card?Driver? Strange Problem

Well, it's not a problem (now). I'm playing old games and i got lags in places, where are many of 3D models and I'm having white spots/dots on them. Here's the pic:

Do I need to reinstall my Windows? Do i need to change my graphics card? Please, help me.

P.S. I didn't clean my PC engine about for years (from dust), it could be a problem?

Processor: Intel (R) Core(TM) i3 CPU 2.27 Ghz.
Graphics: Intel HD Graphics 1302 MB.
RAM: 4,00 GB.
OS: Windows 7 Professional.
DirectX: 10,0.

If the specs move with the models and their textures, it just looks like anomalies that the graphics card for whatever reason can't display right. If this doesn't do it on new games, I wouldn't be worried.

And it's always a good idea to keep a clean PC :D

Can't update my driver using this site! :O

Thanks for help and thanks for link, i tried this, when I tried to run Amnesia game on my PC and get this table:

I runned graphics card update, but i couldn't, because of another table. (Check this thread: http://www.sevenforums.com/system-security/130169-shield-exe-file-please-help.html )
So, i went to Device Manager and finded graphics driver and did update, but I am not sure, that was sucessful (The Windows showed that they did update, but I tried to run Amnesia again and i get that table again)
