Unfortunately, no. Intel Skulltrail has an LGA771 socket while the i7-990x has an LGA1366 socket.
In my opinion, yes. An Intel Skulltrail system was overclocked to 5.0Ghz at the Intel Developer Forum. On top of that, Tom's Hardware reported that it had been overclocked to 6.006Ghz. The i7 gets nowhere near as high. Then again, you need some really good cooling to get that high. Either way, with decent water cooling, you could probably OC to 4.5Ghz+.

yeah, also if i remember the drivers for the skulltrail were a bit iffy? If your still considering a skulltrail a single cpu i7 build would outpreform a skulltrail in almost every way and cost about 1/3 of the price
