Intermitant outcomes from "Restart" and "Shutdown" I need some help...

I have been experiencing an issue for the last 6 months maybe, when using "Restart" after installing an Update and sometimes when using "Shutdown" (Not as often) the PC starts up fine, except no monitor or output from GPU. Trust me, all cables are working fine, monitor is shared with other devices and it works fine, swapped out the GE Force 1050 TI for GTX 645 2 weeks ago. Same problem. Turned on Boot logger in MSCONFIG and noticed that when I do not have a monitor I am missing this driver - \SystemRoot\system32\DRIVERS\monitor.sys. This morning I received a code 43 for the GTX 645, windows shut it down, so I searched for a different driver and found one at NVIDIA web site, uninstalled the old one in Safe Mode and installed the new one. Restarted and same problem. Looked at windows updates and found that windows has sent me a New Driver for the GTX. When I tried to install it failed. So opened MSCONFIG Hid all System and selected disable all, disabled all in startup, restarted again, no monitor, let everything load, hit power button (Shut Down) hit power button after it shuts down, usually starts after that but today I had to do that twice. But with the Boot Logger you can plainly see that the \SystemRoot\system32\DRIVERS\monitor.sys is not loaded in the first two attempts see spreadsheet page 3 "BOOTLOG - BAD - BAD - GOOD The Update failed again after rebooting. Any ideas on what to try next would be very helpful. Thanks in advance.

    This is an older laptop mostly a backup
What is it shared with? if you remove the others is it ok? Its strange I had a tv connected as well as a monitor never used the tv from pc but one day watching tv and turned pc on. The pc wouldnt boot showed all sort of errors turned tv off and all good

My monitor is on an 8K HDMI hub one output to Monitor 3 inputs from PC, Laptop, and Roku. I have already process of elimination removed all but my PC from the equation. The boot log shows exactly what the issue with no monitor is - the \SystemRoot\system32\DRIVERS\monitor.sys is not being loaded. All cables and devices other than PC are Ok.

Thank you for your reply and interest in this issue. I went to the MS Catalog site this morning trying to figure out why the driver that windows update sent me would not load. I input the ID number (23.21.13.9135) of the update and it brought it up, everything looked good except where it shows the size of the download it was 0 Kb... So I went to page 2 and there it was, even had the same 411.3 MB. Unfortunately it did not send it with an installer, I did my best and manually installed it, it appears to have installed OK, but the problem persists. Any ideas on how to make it work? To make it load the \SystemRoot\system32\DRIVERS\monitor.sys consistently?
