Internet Explorer 11 Install Fails 'cos Neutral package install failed

Hi All
HpDV6 Windws 7 Ultimate - all updates.


I dont (normally) use Internet Explorer but needed to install it for some other software so . . .
Downloaded IE9 install and set it running but . .IE9 says newer version of IE installed
Nothing visible in Programs and Features or Windows features or Windows updates

2 directories (Internet Explorer\program files\ and Internet Explorer\program files (x86)\) with files like
iecleanup.exe, ieinstal.exe, ieproxy.dll etc



So tried IE11. Downloaded and starte the install.
IE11 install downloads updates, starts install, installing, restarting programs finally 'Did not finish Installing'
IEMain.log says Neutral package installation failed (exit code = 0x800f081e (2148468766)).
www says exit code means "specified package not applicable to this machine"
which is daft as the install process downloaded the neutral package (according to the log - see below)



So how do I get round this little problem?

I've tried downloading the package from https://www.microsoft.com/en-gb/download/confirmation.aspx?id=43898 and instlalling it but get the same error message



Run as Admin: I thought Windows Trusted Installer was about the highest level you could get. The files in the Internet Explorer directories are owned by the Trusted Installer.

Yes - I've worked my way through that lot to no avail
KB re all installed
I have a hybrid video (HP dv6) but its not the model mentioned and hte drivers are up to date
No outstanding windows updates
Ive turned of virus software.
Something has got screwed because the install thinks the package is not appropriate for my image . . . but why?

Which video graphics do you have installed.

What is a hte driver?

KB2670838 is listed as installed

Display Adapters are
Intel HD Graphics 4000 10.18.10.4368 (21/12/2015)
'Update driver' (from device manager) reports that "The best driver software for your device is already installed.
NVIDIA GEforce GT 635M driver 9.18.13.3788 (19/5/2014). Update Driver downloaded a new driver and then reported "The best driver software for your device is already installed"!!
A check of the driver details confirmed it changed nothing.

However, I was pretty sure it was not the latest so I downloaded a newer driver from NVIDIA and installed that
Driver now updated to 23.21.13.9135 (23/03/2018).

Sadly a rerun of IE11 install (as administrator) fails for the same reason

And to be safe, I checked Intel and discovered a later driver for the other display adapter, downloaded and installed that. Now updated to Driver Version: 10.18.10.5059 Release Date: September 5, 2018.


Even after a reboot it made no difference to the install error

I asked you about uninstalling that KB because I followed a link in the link I gave you and ended up here-

If you wade through the verbage, it recommends that you uninstall that KB until Microsoft can do a further evaluation.

That article was written in December 2018 and I don't know if they ever resolved the issue. Most of the problems seem to occur with AMD graphics but I would uninstall that KB and try the installation.

Indeed it does but
- that link refers to IE10
- the page was last updated 6 months ago
- I have installed all the latest graphics drivers
So it seemed unlikely to be relevant.


But I guess it cant hurt.


Im probably going to do a repair install (or whatever it is called) later this week so I might as well try this first

I don't know if they've resolved this but have you run the check for updates since you uninstalled it?

Thanks for the thought but nope. The standalone install of neutral.cab failed with the same error code.

Windows update switched off normally. I check once per month
All prerequisites are installed. (Ive been through them one by one and each time aI ry to install one I get KBwhateveritis is already installed
Sadly I think it a deeper issue than that. I cant even to an upgrade install.

Did you do what I suggested? Not sure you would be getting any messages about updates when Windows Update is disabled.

I wonder if it would work if you tried the installation in Safe Mode (no networking).

THe first thing the stand alone installer does is look for updates. Actually, I think its looking for the Windows UPdate prerequisites.

If I try insalling with no internet connection the installer simply refuses to do anything useful!. It reports "Explorer needs an update before installing! Go online, install the update and then run setup again" There is a 'Get Update' link which takes me to the Prerequisites for IE 11 page https://support.microsoft.com/en-us/help/2847882/prerequisite-updates-for-internet-explorer-11)
If it is connected to the internet, the delay before continuing is very short

The IE11-main .log reports that it is trying to install KB2834140 (Version check for the other KB updates comes back true)
When I download and try to install this update I am told KB2834140 s ready installed on this computer and 2834140 is visible in the list of windows updates installed
So just for the hell of it I uninstalled the update, restarted the computer reinstalled the update and tried to install IE11


Once more it paused trying to 'Install Required UPdates'
This time it is sulking about KB2729094 (which last time it said was OK) and "Installed Updates" reports KB2729094 is installed

NOTE There is no mention of a version check so presumably this is not reported if the version check fails? Sloppy.

So uninstall and reinstall I suppose. And I guess keep going until I have done all of them. What fun!!

Sadly KB2729094 reports an error when trying to uninstall.
So attempt the IE install again to see what the log says about KB2729094

This time the log says

So it looks like the install of the KB failed (Reasonable since it is already installed)

suggests you can kid it my downloading, the file (the link isin the log) and moving it to the IExxxx.tmp directory
The IE.temp directory is created as soon as the installer starts but putting the file in at that stage does not seem to work. (Message is still failed to download - but then I suspect this is a confusing message)

Confirmed by watching the install directory carefully where it is clear that download is successful and the file (KB2729094_amd64.MSU) is present. An attempt to install it at this stage results in KB already installed.

For the record I am unable to uninstall KB2729094 in safe more
I am unable to install IE11 in safe mode (wants the KB update which then fails presumably because it is already installed)
