Internet Explorer 8 Problem!

Hey, Windows 7 and (some) Vista users. I have a problem with IE8. I had reinstalled Windows 7 yesterday because I wanted a fresh start and I also wanted to get rid of some problems (I love a fresh Windows 7 :D ). But, this problem occured on the previous installation of Windows 7 and is currently occuring right now. The problem is, is that I can't download and run a file. What happeneds is that I click on the file I want to download, the download box comes up and I select Run. The file downloads and nothing happends. What's going on? This means that I have to select the option "Save" and save the .exe file on the Desktop. I have tried resetting IE in the Internet Options with no luck. Is there any way I could fix this? Thanks in advance! And sorry that there is a lot to read.

When you installed the new 7, did you clean install or upgrade install. Upgrade install, you did not have to reinstall programs. If you did upgrade, do over and do a clean install.

Before you click on "Run", be sure and notice the folder that the file is going to. Then after you click "Run", go to that folder and see if the file is there. It might be there and you not know it.

I done a Clean install. Like what I said before, I love Windows 7 when its fresh ;)

I've tried that. I should be able to just Run the file from when IE downloads it.
