Internet Explorer Administrative Restriction

I am totally stuck! I need to write into this forum because it is almost a full day struggling with this issue.

I am logged on as Domain Administrator. Server 2008R2, RDS.
When I attempt to open Internet Explorer this message:
"This operation has been cancelled due to restrictions in effect on this computer."

I have spent almost a full day reading every article on the topic 'how to disable internet explorer server 2008, rds' and 'how to enable internet explorer server 2008, rds' to locate a solution.
In every plausible comment that could possibly correct the I.E. issue -nothing worked.

I could not find any information that offered a fix in gpedit.msc and/or Group Policy Manager, local policies, control panel, server manager and so forth.

I am certain there is a tweak that can fix this - short of modifying the registry.
I feel it best to locate the policy that prevents Internet Explorer from running since it must be a policy issue.

As is said I am at wits end and seek advise from this site.

Well your correct it is a group policy rule, set by the Domain Administrator, and only the DA can change it.
you can try and view them using the run command
rsop.msc

one further option is your AV blocking it? (unlikely)
