Internet explorer and google chrome wont open

Ok so my internet explorer has now changed to "speed browser" which will not allow me to open internet explorer or my google chrome browsers. I've tried in regular mode and safe mode. I've tried to do a recovery point but it did not remove "speed browser" I read another post saying to download malwarebytes and other antivirus and malware but I cannot open my internet browser to download those things what are my options at this point?

you could download them on a working computer and then use a flash drive to transfer them to the other computer.

If you Google (speed browser) you will find it is a PUP you installed somehow.

If it was my computer I would use Malwarebytes and Eset online scan to remove it.

Hi and welcome to SevenForums try this method,
Safe mode with networking,
Shut down your machine, Unplug-Hold the power button down for 30/45 seconds (Power Drain)
If on a laptop remove the battery and do power drain,
Power up and Tap the F8 key continuously until you see a black page with white text,
Use the down arrow key to toggle to safe mode with networking/ hit the enter key.
Login as usual
