The crash is indicating that winmm.dll is corrupt or caused the crash in some way. Winmm.dll is a low-level audio API component, so it is possible you installed a codec pack or some audio software that has hooked winmm.dll and caused the crash when IE goes to play a sound. There's an error on the page, and IE in it's default config does try to play a "click" sound when you navigate, and then another when you receive the error message - it's probably crashing right when it tries to do that, which would explain the crash in winmm.dll.

Again - did you install anything (other than the audio driver) that would have added things to the audio stack, like a codec pack or audio mixing software?

That site wants you to install an ActiveX control. Perhaps you will have more luck if you reset IE first (Tools/Internet Options/Advanced/Reset), which will delete all add-ons (including any ActiveX controls) and reset it to default conditions. Then go back to the site and permit the ActiveX when the bar appears at the top.
