Do you have UAC on or off currently? Off is going to be the preferred state in this temporary case.
What I believe happened, is that Kasperski utilized some type of protection method, to avoid being altered by a virus. This protecting extends to the restore point data archives which were "guarded" in such a manner that you (and more importantly any virus impersonating your user id) can't alter the restore points. Otherwise, restoring them would leave security gaps for said virus to easily exploit. So now with the AV uninstalled (or most of it at least) the system cannot access the restore file, or a portion thereof, leaving the restore process utterly incomplete, as noted by the error code you mentioned. That code, again seems to refer to a lack of privileges by the "user" or rather the system trying to open the file. So It appears it may have either not worked at all (restore point) or only in part. I doubt even the "ADMINISTRATOR" account has the privileges to carry out the aforementioned procedure, the best sol'n I read is not a step towards fixing your internet, unless it too is connected to the permission error, but it may be able to remove the unusable System Restore Points, and restart the system restore process. As a final option we may need to do a repair install.
