Quiet often when I boot up the internet has no access.
When I run troubleshoot it always says to reboot modem.
Have had Windows 7 for 6 months without a problem,
but recently had to reinstall because hard drive failed.

Only had this trouble since new install.

It should be a driver problem. D/l and install the latest driver for your network adapter. before doing that, check in DM, whether there is any mark before your network adapter.

Ethernet cables are very low-tech, not very robust, and can only take a limited number of yanks and trip-overs. I would replace the cable before digging too deep into other stuff.

Ports on routers can go bad too - try another port.
