Some routers have the ability to set up QOS rules to allow you to attempt to control the priority of the data traffic. My Netgear has such a setting but TBH, it doesn't appear to make any difference. :(

Been playing with computers since starting in the early 80's with a Commodore VIC20.
Bring back having to configure IRQ's & DMA's - lets see if these modern IT support guys really know anything :)
Are you Wired to the router or connecting wirelessly?

If wired then you can log in to the router settings and turn off the WiFi section. Then she will connect over the Cell 3/4G system and not over the wireless internet connection.

There is a way in which you can limit Wi-Fi bandwidth broadcast , a router with the capability to set Quality of Service (QOS) priorities is required. Generally, incoming and outgoing traffic comes through the router on specific ports. Setting the QOS priorities enables the router administrator to control bandwidth traffic by setting certain ports or device MAC addresses to high priority and others to normal or low priority. These settings will give high priority devices and ports first access to bandwidth, while limiting bandwidth for the lower priority devices and ports.

Note: QoS only prioritize traffic it does not limit them. It means if you are opening a web page while someone is streaming then using QoS your page will load a few seconds before the streaming begins.

Hope this helps :)
