iPad on PC

Hello this is my first tread on this forum.
I run on a iMac Intel 10.6.8 i5 and have no experience from PC. My friend run on PC and have never been using Mac. She wonder if iPad work on here PC

What do you mean?

An iPad is a stand-alone device. It doesn't need a PC (or Mac) for its normal use.

Yes, you can connect an iPad to a PC and use iTunes to sync music, movies, etc.
