Just bought an old iphone SE (2016) from an eBay dealer yesterday. It's too clean to return & risk a scratched replacement.
The problem is it's discharging from 100% to flat in 4-5 hours every time just laying around not even a SIM installed.

Battery Health reads 89%

Is it the battery that's the problem or could it be a phone fault?

(If battery I'll keep the phone & buy another battery).

What say you lot?

First of all, be sure to "reformat" the phone. As it's a used device, a factory reset will ensure nothing from the previous owner remains.

Useful to your question, it's possible that some programs already installed are draining the battery, which a reformat may also fix. If with a clean install the problem remains, it's very likely that the battery is aged. Battery usage monitors may help here.

Thanks for replying. It came already restored back to factory settings. It's empty with no outside access. Haven't even plugged a SIM in. Just charge it up & lay on table & watch it drain. Takes about 5 hours to empty the charge. It read battery health 89% with no alerts.
