IR Touch Screen on eBay (Will it work with7)

Hey guys i'm pretty new to all this and have only just signed up to the forum so hope i have put this in the right place!!

Anyways i was wondering if an IR Touch panel that fits over the top of an ordinary LCD will work with windows 7 as i have seen one on eBay 32" in size (USB) Pic attached!

I think that it should work but some people had some problems with this feature on certain touch screens.

Do you know of anywhere online to get a good one that is known to work with windows 7? And roughly how much it would set me back?
