Is it normal for MsMpEng to eat up 25% of the my CPU all the time?

It's not only during scans, it is all the time. Also people told me that it is windows defender but I think it is actually Windows Security Essentials, or is it the same thing?

I can tell you it's not normal; right now, it's using 0 percent on my CPU.

If you are using Microsoft Security Essentials the Defender in Windows 7 should be turned off. To check just go to Start and type in Defender.
Make sure MSE is on (running).

Check and see if Microsoft Malicious Software Removal Tool (MRT) is running.
It will use about 25% of the CPU.

Try to open (CTRL+ALT+DEL) the Task Manager and see if one of the svchost.exe have a high memory PID.

Shut off Windows Defender, if it is on. Microsoft Essentials, is all you will need, for it covers what Defender does. at the same time, make sure your programs are updated & you've cleaned off history; Disk Clean: C:--->Properties--->Tools (Disk Clean)
