Is it possible to change the startup screen?

By startup screen, I don't mean the lovely little animation. When my computer starts up and the animation loads, the black behind it is a different shade of black than the black surrounding it. It's as if the resolution is locked to a smaller one, and when I get to the login screen it reverts to my normal, gorgeous 1920 x 1080. So, any way to have it 1920 x 1080 from startup?

No.

It is possible to change the startup screen but the resolution will stay the same. At this early point in the bootup procedure the drivers necessary for 1920 x 1080 resolution have not yet been loaded.
