It's safe if the fan speed at 50% is sufficient enough to clamp your temperatures to a satisfactory level at load.

Only reasons why you'd consider manual fan control would be insufficient cooling at default fan speeds (manually increase fan speed) or unbearable fan noise. (reduce fan speed at the expense of increased temperatures)

If your GPU gets already too hot at normal fan speeds, I would be very careful and monitor the resulting temps.

Because I game all the time, I have my GPU fans set to 100%, rarely gets over 41c (GTX 560)

Idle loads/ low noise.

The cards BIOS ramps up the fan speed according a pre-programmed curve. ie card hit Xc, fan goes up to X RPM.

Apps like AB let you adjust your own curve - or a fixed speed.

For the most part at stock speeds, the default speeds are adequate. But if you have poor airflow, OC or aren't comfortable with certain temps etc - you can adjust the profile so the card is as cool as you like under any given circumstance.

The default 25% is fine when at 2D clocks. It keeps the card within limits (up to 60c) is acceptable for idle.

What temps are you you reaching with the default fan?

If I run my Asus GTX 560 non TI fans at 50%, I can O.C the card to 1100 core clocks and 2400/2500 memory and with almost reaching 70c running everything max on Heaven and what I have been told by some that is perfectly normal that cards run at around those temps, and nvidia state that the card can max take 99c so it should be safe anyhow you do as long as it dont go near that and at 50% fan speed I sit at about 41c "idle" but my card runs in 3d mode all the time, I guess because I use 2 monitors not sure. But I hope that helps with some temps, and if your card runs hotter then what mine does when its overclocked would it not be something wrong with it then?

Odd my gpu fan is always the majority of time idling at 50% at 46c during the day when its like 90F or more outside since it's summer here but the fan starts geting kind of loud at 50% ,mabye i'm picking but it bugs me. Anyways right now that's night its sitting at 42% and 41c and its 61F outside.Just to let you know what gpu i'm talking about it's AMD card and a 6870,anyways I would have the fans running at least 45% to keep them cool,I noticed if I lower it lower then that it gets a bit hot idleing at like 56c which is usually my temperature under load in games from 50-60c. I just let CCC handle the fans speeds instead of messing with them, don't know how it works with nvdia but if it's not moving the speeds to keep it cooler then try manually setting it to around 45-50% speed.
