Outlook is still available as part of the Office suite - Outlook express as been superceeded by the Windows Live Mail from the Windows Live suite.
The live essentials Suite is not included in the install package of Windows 7 but can be downloaded using a link on the start menu - after completing install.
Alternative email programs are available both free and commercial or you can of course manage all email on-line, using a web interface supplied by the email supplier

To my knowledge, Outlook has never been a requirement to receive mail, at least not in a home environment. New in Windows 7 is that there is no mail client installed by default. The Microsoft way is to download Windows Live Mail. Me I'm quite satisfied with Mozilla Thunderbird.
