Is setting the max cpu to 30% in power settings a bad idea

My brother set his max cpu rate to 30% in power options. He says it saves power on his notebook and the batteries last longer. I told him thats a bad idea. But he dont listen to me.

I would never do that to my computers.

There are various power plans in win 7 that can save batteries or increase performance. How does he "limit" his cpu to 30%

Whether or not it is a bad idea depends on his needs. With it limited to 30% it will save battery power and produce less heat. But, as I'm sure you have figured out, performance may suffer. Depending on his hardware and what he does with on it, limiting it so much might cause a major performance decrease, or it might be barely noticeable.

Just out of curiosity, does he only have it set for 30% when on battery power?

its a simple concept dude., yu can say it as a gud idea when yu want to save battery power, but it's a bad idea when yu want better performance from the cpu..
