Is there a known fix for Event ID: 16398 BITS service error?

Event ID: 16398

A new BITS job could not be created. The current job count for the user Kudryavka\Torugu (60) is equal to or greater than the job limit (60) specified through group policy. To correct the problem, complete or cancel the BITS jobs that haven't made progress by looking at the error, and restart the BITS service. If this error recurs, contact your system administrator and increate the per-user and per-computer Group Policy job limits.

A user I am helping is having this issue; has anyone in the Networking forums seen this on Windows 7 Home Premium x64? Is there a solution?

An update: I looked at Event ID 16398 and since Home Premium does not have a group policy editor, it does not apply. Are there ways to fix the problem in Windows 7 Home Premium?

I still am unable to find a solution to this problem. I have yet to even find more than a few people having the problem, which is surprising given how many people use computers for the same tasks on a daily basis... Anyone heard of this before?

Solution for error

I was looking for information about this and while it is a pretty old post, though I would contribute what I found.

If you run an elevated command prompt you can type

C>bitsadmin /list

You will see all the jobs that are in the current queue. I found that I had all Chrome jobs that were suspended.

C>bitsadmin /reset will clear the current job queue. Chances are you don't need them anyway.

bitsadmin /? will give you a wealth of information concerning almost everything you were afraid to ask about btsadmin.
