If you are referring to the Touchpad, it depends.
Some of them, or lots of them now, have options in the software to fix the edges of the touchpad to do scrolling.

But you would need to go into control panel and under Mouse and check the options on your system.
No, not all of them support this type of feature. and honestly, it can be annoying to use sometimes,, it all depends on how you use the touchpad.

I use a razer mouse with my laptop. I hate the touch pad.

Any USB mose will work with your laptop and then you get a scroll wheel.

my touchpad has scroll and tap, im guessing u need to configure it. what driver is it using, for instance mine is using the synaptics driver.
