The laws vary in each country, over here in the US I don't think it'd be legal. I couldn't speak for anywhere else.

TV shows and movies are copywrited and you have to have permission to post the whole show. If it's just snippets it's probably okay. It's all about profitabilty.

Even though the majority of films are copyrighted, there are some that are out of copyright, and since they can be legally downloaded (Internet Archive), they could be used in the fashion that you asked about.
