I installed the Windows Gadget shown in the pictures. My computer was sitting idle and I noticed that it keeps fluctuating like shown in the pictures. Every now and then, I'll see all four cores being utilized 100%. Again, this is with the computer sitting idle.

The computer could be finishing tasks in quota....indexing items

To me nothing looks suspect and as long as performance isn't being hindered....why worry about it

otherwise....the power you bought in that PC is sitting around wasting away

When the cpu utilization figures are like that, right click on the task bar, then click on task manager. Click on Processes tab, then in the CPU column check which processes are hogging the cpu.

You can also use the reliability data available in the resource monitor in win7.
Click Start-All Programs-Accessories-System Tools-Resource Monitor (To get there quickly, click Start, type resmon, and hit Enter). To see which programs are hogging the CPU, click the Average CPU column heading. That column presents a 60-second running average of CPU utilization. The hogs float to the top. You can right-click on a process here and choose Analyze Process. You may be able to gather some worthwhile information here.
