It should open an excel sheet after pressing Ctrl+alt+del

I am a team lead and want to track the activities of my subordinate I want every time when he press Ctrl+alt+del an excel sheet should open and he should write a reason why he locked his system.....computer should not work further without adding a comment in excel sheet.

That is probably way beyond whatExcel can do. You will probably need to have an App created to do what yu need.
