Hey everyone!
My question is should I upgrade my video card?
Mine is a ATi Radeon HD 4650 1G, and I want to upgrade to the ATi Radeon HD 5450 512mb or 1G.
I'm not sure if it's a right upgrade.

I'm not much of a max setting person I'm more of a mid settings.
That's what I do for my card I have now. Just want to upgrade you know.
If anyone thing i should go a bit higher please let me know, my range of spending is about $40-80.

Games I play:
Dirt 2
World of Warcraft
Battlefield Bad Company
Burnout Paradise
GTA 4
Combat Arms
Super meatboy
Pretty much it I play.

My system specs:
Windows 7 Professional 64-bit
AMD Athlon 64 X2 Dual Core Processor 5400+
2.80GHz
5.0GB of ram
ATi Radeon 4650 HD 1G

Does your current card do what you want it too ... imo, your current card is more than sufficient... ;)

I think its your gpu is enough for the optimum play on the games which you have stated.
if you are thinking of an upgrade see that your current PSU should also meet the new gpu demands mostly wattage ratings...(see the 12v rail current specs on your psu)

The 5450 uses less power so power supply requirements is not an issue.

If you're thinking of an upgrade, then upgrade your CPU. Maybe to a Athlon 6400+, as you 5400+ will be far behind on games like GTA and Burnout. My 5600+ struggled with Burnout, limiting my fps to 30. I had a very capable video card though (GTX 465).
