iTunes 9 bug when switching users?

I've been having a problem where when I switch users from another account and start using iTunes, it keeps playing the error/prompt sound that I hear for the other account. When the other account user switches back, they find a lot of prompts saying that "iTunes cannot be opened because another user has it open", despite the fact that they didn't have iTunes running.

If I terminate the other user's process through Task Manger -->View Processes from all users, it stays off for about 2-3 minutes before coming back on, playing the annoying prompt sound and displaying the pile of prompts.

is there any way to get around this?

I have another family member's account and they frequently do work on the PC, and they leave their stuff open, so I switch users over to my side. When I open iTunes then, the annoying prompt sounds keep coming up.

As for your last two questions, yes and yes.

I don't think this is a problem that would be fixed by a fresh reinstall, as it started happening from day one (though only when I have switched users over to my side).
