Solved JAVA Applet will not run In either IE or Firefox

I am a network administrator and many of my users need to access different websites that use JAVA applets to open programs, however when I pull up the websites it just tells me that I need to download JAVA. I have opened these websites fine on XP machines and I have the same version of JAVA installed on both (7.4) Java enabled websites seem to work fine its just the ones that need to open a JAVA applet

Please help me figure this out

I used 64bit IE9 and it worked fine
