Can a wrong position of jumper lead to PC shut down/start issue?

Yes, possibly. There is one procedure listed on the HP site that will reset the BIOS. If you have custom settings in the BIOS they will be erased. Can't say further as the information on the HP site is limited.

I am not afraid to lose any setting/data as I have backed up. My main concern is to format. My PC starts sometimes n sometimes not. Just 2 secs after start, PC shuts like someone
cut the power supply. I have reapplied thermo gel pluz fans clean. I have also tried fiends PSU, issue remains same.
Other tests which I have done - smart test , DPS test, changed bios battery, motherboard I believe OK as if RAM removed, its beeping. Can boot from xp previous/Ubuntu, but fails with errors.

Unfortunately there isn't enough information on the HP site for this motherboard. Sorry I can't help further.

Here are some more images of that motherboard. I suggest you polish your eyeballs and see if you can spot where it goes.
