Can a system hang and give memory dump BSOD if the power supply has gone bad but it's still in a working condition?

I would say yes. Could be one of the rails is putting out a low voltage that only affects some of the computer but not all. Power problems can cause all kinds of weird things to happen.

Do you know that the supply is bad or going bad?

Why not post in the Crashes and debugging forum.
