Just installed new card, getting page fault in non paged area BSOD

Hi just fitted a new card to a machine and when booting it's going black screen for 10 seconds then BSOD. Taken it out, logged in, ran two different driver sweepers removed every display driver, uninstalled all related programs, shut down. Put card back in, exactly the same.

Any ideas?

I've also just noticed the PSU is 250w max and the card's box says min system power is 300w. Is this the cause? :
