KB2578159 does not install

It may happen that Windows 7 hangs at the welcome screen at startup.
One way to fix this is running WMI Rebuilder from TechyGeeksHome in the safe mode.
But it may later happen again.

The update KB2579159 is supposed to fix that forever, but it does not install in Windows 7 SP1.
Apparently only in "SP0". Any idea about getting it installed?

A CAB file can be extracted from the MSU file. Could it be installed directly from the CAB file, instead?
Or does someone have another idea of how to prevent it from happening again?

Should it not be possible to install it from the cab file?
